摘　　要：在党中央实施乡村振兴战略背景下,农地流转成为推进“三农”发展的关键。只有加快农村土地流转,才能促进农业产业化、现代化发展。目前,河北农村土地流转虽已具备一定规模,但仍存在制约瓶颈,导致土地流转效率低、成本高:土地流转模式较为单一;土地流转中介组织不发达、流转市场机制不完善;金融支持力度不足等。对此,应采取相应对策大力推进农村土地流转,包括:政府加大对土地流转的引导和监管;创新土地流转信托高级模式;完善农地流转信托机构;发展新型农业经营主体等。Under the background of the rural revitalization strategy implemented by the CPC Central Committee,land circulation has become the key to promote the development of"agriculture,rural areas and farmers".Only by speeding up the circulation of rural land can we promote agricultural industrialization and modernization.At present,although the rural land circulation in Hebei has a certain scale,there are still bottlenecks leading to low efficiency and high cost of land transfer:the land circulation mode is relatively simple;the land circulation intermediary organization is underdeveloped and the circulation market mechanism is imperfect;the financial support is insufficient,etc.In this regard,corresponding countermeasures should be taken to vigorously promote rural land circulation,including:the governments strengthen the guidance and supervision of land circulation;innovating the advanced model of land circulation trust;improving the trust organization of agricultural land circulation;and developing new new types of agricultural business entities,etc.
