摘　　要：高质量发展背景下,经济-旅游-文化系统协调发展成为当前学术界和政府关注的热点话题。为探究香港地区经济-旅游-文化的耦合协调关系,运用熵值法评价香港地区2010—2019年经济、旅游产业和文化产业的发展水平;运用耦合协调度模型探讨系统协调发展关系;运用障碍度模型诊断影响系统协调发展的障碍因子。研究结果表明:2010—2019年,香港地区经济、旅游产业和文化产业的发展指数呈现稳步上升的趋势;系统耦合度稳定在较高水平,系统间相互作用程度较高,协调度由实现轻度失调向良好协调的转变,协调状态趋向良好;文化子系统对协调发展的阻碍值最大,博物馆数、参观博物馆人次、图书馆藏书量、产业结构和入境过夜旅游收入等指标是主要障碍因子。基于此,提出了促进产业结构优化升级,推动经济高质量发展;以文化、科技双重加持,助力系统协调发展;因时因势,精准施策等建议。Under the background of high-quality development,the coordinated development of the economy-tourism-culture system has become a hot issue in the current academic circle and the government.To explore the coupled and coordinated relationship of Hong Kong's economy-tourism-culture,this paper first employs the entropy value method to evaluate the development levels of Hong Kong's economy,tourism and cultural industries from 2010 to 2019;then,it adopts the coupling coordination degree models to explore the coordinated development relationship;finally,it applies the barrier degree model to diagnose the barrier factors affecting the coordinated development of the system.The results show that:①The development indices of Hong Kong's economy,tourism,and cultural industries show a steady upward trend during the period of 2010—2019.②The coupling degree of the three subsystems is stable at a high level,the degree of interaction between the subsystems is high,and the coordination degree has changed from mild dysfunction to good coordination.The coordination status tends to be good.③The cultural subsystem has the greatest hindrance to coordinated development,and the number of museums,museum visitors,library collections,industrial structure and inbound overnight tourism revenue are the main barrier factors that restrict the coordinated development of the system.Based on the above conclusions,this paper puts forward relevant suggestions such as promoting the optimization of industrial structure to achieve high-quality economic development,using both culture and science&technology to facilitate the coordinated development of the system,and adopting precise policies according to the time and situation.
