摘 要:本文将低碳城市试点政策的实施作为一项“准自然实验”,基于2006~2021年中国282个城市的面板数据,构建渐进双重差分模型,探究低碳城市试点政策的数字技术创新效应及其作用机制。实证研究发现,低碳城市试点政策在实现城市碳减排的同时,显著促进了城市数字技术创新。机制检验发现,城市科技人才数量增加、产业结构升级、政府科技支出规模扩大,是低碳城市试点政策促进数字技术创新的主要机制。异质性检验表明,低碳城市试点政策促进数字技术创新的政策效果集中在东、西部城市、成长型资源城市及非资源型城市。This paper takes the implementation of low-carbon city pilot policies as a“quasi-natural experiment”,constructs a progressive double difference model based on panel data of 282 cities in China from 2006 to 2021,and explores the effect and mechanism of digital technology innovation of low-carbon city pilot policies.Empirical research finds that the low-carbon city pilot policy not only achieves urban carbon emission reduction,but also significantly promotes urban digital technology innovation.The mechanism test finds that the increase in the number of urban scientific and technological talents,the upgrading of industrial structure,and the expansion of government science and technology expenditure are the main mechanisms for promoting digital technology innovation in low-carbon city pilot policies.The heterogeneity test shows that the policy effect of the low-carbon city pilot policy to promote digital technology innovation is concentrated in eastern and western cities,growing resource cities and non-resource cities.
