摘  要:本文从“政策-环境-市场-投入”方面构建空间面板回归模型,检验研发补贴、环境规制政策及二者搭配对绿色技术创新的直接、间接以及总效应特征,为绿色技术创新系统完善提供参考。研究发现:(1)研发补贴对绿色技术创新的影响均为正向,空间溢出效应在总效应中占比65%,发挥着主导作用;环境规制的影响效应微弱,且本地效应为负,空间溢出和总效应为正;环境规制对绿色技术创新的影响效果尚未显现;(2)两类政策搭配下,对本地区绿色技术创新的驱动效果为正,空间溢出效应与总效应为负,均不显著,政策搭配的耦合效果较弱;(3)技术市场影响方面,市场流畅度的本地驱动效应为正、空间效应为负;市场厚度的本地和空间影响均不明显。挖掘环境规制政策的创新潜力,关注两类政策搭配耦合机理,发挥技术市场与区域协同的创新引导效应,应成为中国式绿色技术创新发展的重要方向。SDM is constructed to test their direct,indirect and total effects on green technological innovations from R&D subsidy,environmental regulation policies and their coupling use.Four types of driving factors are considered in this research and they are policy-environment-market-input factors for supplying references for stimulating green technological innovation optimization.Results are as follows:firstly,subsidy policy has positive effects on green technological innovation significantly,which spatial spillover effect dominates and it occupies 65% of the total effect.Environmental regulation policy plays weak effects.Among the total effects,its direct effect is negative and the indirect,total effects are both positive.Environmental regulation policy cannot play significant influences on green technological innovation development.Secondly,from the two policy coupling aspect,its direct effect is positive while spatial and total effects are negative.Effects are not significant and policy coupling effect has weak effect on green technological innovation.Thirdly,considering the two technology market factors,market fluency has positive influence on its own technological innovation for one region while spatial spillover effect is negative.Meanwhile,direct and indirect effects from market thickness factor are both weak.Potentials from environmental regulation policy arrangement,policy coupling and technology market development should be paid more focus on for China's optimizing green technological innovation system.
