数据管理计划评估准则:实践模式、核心要素及其启示

摘　　要：数据管理计划(DMP)及其评估工作是完善科研数据管理与共享工作的组织管理、业务流程的起点。文章以DMP评估准则为切入点,采用内容分析法归纳实践现状与发展模式,识别核心要素,使用双证法验证所提取的核心要素的效能。研究发现:DMP评估准则的主要实践围绕作为通用标准与工具资源、辅助科研项目申报与评估、促进科研人员自审与改进、优化数据管理与共享服务等方面展开;核心要素以“一般信息、数据生命周期、利益相关者、资源配置、法律与伦理”为主线,以“整合数据生命周期与利益相关者”为内核;通过双证法验证提取的核心要素有效率,基本达到合格以上的效能(R1=62.5%、R2=75%)。文章对我国DMP及其评估工作提出建议:将DMP及其评估工作纳入政策设计;优化DMP及其评估工作的配套环境;促进DMP及其评估工作与FAIR原则的融合;构建科学的DMP评估机制。Data Management Plan(DMP)and its evaluation are the starting point to improve the organizational management and business processes of scientific data management and sharing.Using DMP evaluation guidelines as an entry point,this article uses content-analytical method to summarize its practices and development patterns,identifies its core elements,and employs dual attestation to verify the efficiency of the extracted core elements.It has found that the key practices on DMP evaluation guidelines involve the following aspects:serving as a universal standard and an instrumental tool,assisting the application and evaluation of research projects,promoting the self-auditing and self-optimizing of researchers,and improving the data management and sharing services,etc.It can be concluded that the core elements of DMP evaluation guidelines focus on“general information,data life cycle,stakeholders,resource allocation,law and ethics”,with“integrated data life cycle and stakeholders”as the kernel.The efficiency of the extracted core elements about DMP evaluation guidelines is verified by using dual attestation,whose coefficient is basically qualified(R1=62.5%,R2=75%).Finally,the article recommends that DMP and its evaluation should be incorporated into the frameworks of related policies,supportive environment optimized,integration of DMP and its evaluation with FAIR principles promoted,and a scientific DMP evaluation mechanism developed.
