农机服务体系的变迁与脱嵌——基于广西南部A镇的个案研究

摘　　要：在乡村振兴背景下,农业社会化服务是农业农村现代化的重要抓手之一。本文以广西南部一个乡镇为个案,以农业机械化服务的实现为研究对象,讨论了农业经营体系变迁前后农业社会化服务体系的重塑,以及这种重塑对农业发展和乡村社会的影响。研究发现,在小农经济体系下,通过整合村社本土资源与利用熟人社会机制,农机服务主体的乡村精英身份、组织内外的关系协调与服务市场的扩展,共同构建了以小农户为主体的内生型农业机械化服务市场。但随着大规模土地流转对农业经营体系的重构,农机服务市场开始脱嵌于乡土社会,其后果是对小农户的全面排斥。本文提出,在实践中需要注意农业机械化中人的重要性和社会关系基础,并积极构建面向小农户的农业社会化服务体系。In the context of rural revitalization,agricultural socialization services are an important starting point for agricultural and rural modernization.Based on a case study of a sugarcane planting township in southwestern Guangxi,this paper takes the realization of agricultural mechanization services as the research object,and discusses the remodeling of the agricultural socialization service system before and after the change of the agricultural management system,and how this remodeling affects agricultural development and rural society impact.The study found that under the small-scale peasant economic system,through the integration of the local resources of the village community and the use of the social mechanism of acquaintances,the rural elite identity of the main agricultural machinery service providers,the coordination of the relationship between inside and outside organization,and the expansion of the service market,jointly built a bio-based agricultural mechanization service market of the small peasant household as the main body.However,with the reconstruction of the agricultural management system by large-scale land transfer,the agricultural machinery service market began to be de-embedded in the rural society,and the social consequence was the comprehensive exclusion of small farmers.This paper proposes that in practice,it is necessary to pay attention to the importance of people and the basis of social relations in agricultural mechanization and to actively build an agricultural socialization service system for small farmers.
