发展新型农村集体经济的基层困境与现实悖论

摘　　要：发展壮大农村集体经济既是实现乡村振兴和共同富裕的重要途径,也是农民和农村发展的内在需求。农村集体经济在实践中面临产业发展的经济制约和政治考核的行政制约,容易出现实践运作与制度目标脱节、集体经济名实分离的发展悖论。具体表现为:发展集体经济被“任务化、指标化”,行政压力加剧基层的形式主义;集体经济外部依赖性强,自我持续发展能力不足;集体经济“有收入、无带动”,农民参与感、获得感不强。学界在对新型农村集体经济进行政策解读和制度诠释的同时,更应正视基层现实中的难点问题,在对现实的理解和反思中完善政策设计与实践路径,适度、客观地引导集体经济稳步发展。Developing and strengthening rural collective economy is not only important for achieving rural revitalization and common prosperity,but also the internal demand of smallholders and rural development.In practice,rural collective economy is faced with the economic restriction of industrial development and the administrative pressure as political task,which led to its disconnection between practice operation and institutional goal.Such paradox specifically reflects in the administrative assignment of developing collective economy that prompted a focus on formalism,the external dependence of collective economy and insufficient self-sustainability,the poor connection with famers that weakened their sense of gain.The academia should not only focus on policy articulation and institutional interpretation,but also look into the difficulties and predicaments at grass-roots level to improve the policy design and practice pathways for the steady development of rural collective economy.
