农业全产业链数字化发展的困境与纾解——基于L县坚果产业云平台的案例研究

摘　　要：农业全产业链数字化发展是数字乡村建设的重要内容,虽得到了高度重视,但成效并不显著。通过探索性案例研究发现,搭建农业全产业链数字化平台可以展示丰富的应用场景,但缺乏数字化改革推动会造成协同创新不足、有效数据匮乏、平台功能悬浮,陷入数字乡村建设“形式主义”困境。农业全产业链数字化发展要以数字化改革推进政府部门协同合作,以社会化服务推动产业链流程再造和经营主体关系重构,进而实现资源和信息的高效流动,为农民更多地分享全产业链增值收益提供保障。农业全产业链数字化发展不是简单的数字技术应用,而是需要基于农村老龄化、土地分散化和数据碎片化的现实,进行数字赋能、业务协同、制度重塑,才能促进小农户和现代农业发展的有机衔接。Agricultural digital development of the whole industry chain is the core of digital countryside construction,its essence has been highly valued,but its effectiveness has not been fully realized.Through the exploratory case study,it is found that building a digital platform for the whole agricultural industry chain can display a wealth of application scenarios,but the lack of digital reform will lead to a lack of collaborative innovation,lack of effective data,suspension of platform functions,and fall into the dilemma of“formalism”in the construction of digital countryside.For the digital development of the whole agricultural industrial chain,it is necessary to promote the cooperation of government departments through digital reform,promote the process reconstruction of the industrial chain and the reconstruction of various subject relations through socialized services,so as to realize the efficient flow of resources and information,and provide guarantee for farmers to share more value-added benefits of the industrial chain.The digital development of the whole agricultural industry chain is more than a simple application of digital technology.It needs to be based on the reality of rural aging,land decentralization and data fragmentation.Through digital empowerment,business collaboration,process reengineering and institutional reshaping,the organic connection between smallholder farmers and modern agriculture can be promoted.
