人民城市理念下基层社区治理现代化的实践路径

摘　　要：基层社区不仅是政府与人民群众互动沟通的联结枢纽,也是社会治理与群众生活需求冲突频发的高地,秉承人民城市理念实现社区治理现代化是化解基层社区行政化困境、共同体困境、技术困境以及内卷化困境的根本出路。要解决好、协调好人民群众利益与基层社区治理之间的冲突,必须提升基层社区治理的精细化水平、社会整体的管理效能。相关部门应将人民城市理念贯穿于基层社区治理的全过程,发挥政策的“保障”效能、社会组织的联动“整合”效能、智能科技的高效“创新”效能以及社区群众的自治“主体”效能,构建“一个理念—四重效能”的全方位治理体系,以实现基层社区治理能力的现代化。Grass-roots communities are not only the connecting hub for the interaction and communication between the govemment and the people,but also the highland where conflicts between social governance and people's living needs frequently occur.Adhering to the concept of the people's city,realizing the modernization of community govemance is the fundamental way to solve the administration dilemma,community dilemma,technical dilemma and involution dilemma of grass-roots communities.To solve and coordinate the conflicts between people's interests and grass-roots community governance,something must be done to improve the fine level of grass-roots community governance and optimize the management efficiency of the whole society.Relevant departments should put the people's city concept into the whole process of grass-roots community governance,give play to the efctiveness of"guarantee of policies,"integration"of social organizations,"innovation"of intelligent technology and"main body"of community people's autonomy,and build an all-round governance system of"one concept-four efficiencies"to realize the modernization of grass-roots community governance capacity.
