摘　　要：建党百年来,以马克思主义理论为指导的中国共产党非常重视党的监督保障法规制度建设。新中国成立前,中国共产党就确定了党的监督保障的基本内容;新中国成立后,更加注重党的监督保障的制度建设;改革开放以来,强调对党的监督保障制度的完善;进入新时代,习近平总书记站在全面从严治党的战略高度,强调要强化政治监督保障执行,完善党的自我革命制度规范体系,强化正风肃纪,构建不敢腐、不想腐、不能腐的一体推进机制,党的监督保障法规建设取得显著成果。进入新征程,党的监督保障法规建设应坚持党建和法治相结合、民主和集中相结合、监督和保障相结合原则,构建具有中国特色的党的监督保障法规制度体系。Since its founding,the Communist Party of China,guided by Marxist theory,has attached great importance to the construction of party supervision and security laws and regulations.Before the founding of the People’s Republic of China,CPC had determined on the basic content of the Party’s supervision and guarantee;and after the founding of the People’s Republic of China,more attention was paid to the construction of the Party’s supervision and security system.Since China’s reform and opening up,it has emphasized on the improvement of the Party’s supervision and security system,while in the new era,General Secretary Xi Jinping,standing at the strategic height of comprehensive and strict governance of the Party,stressed the need to strengthen the implementation of political supervision and security,improve the Party’s self-revolutionary system and norms,strengthen the rectification of conduct and discipline,and build an integrated mechanism that“does not dare to corrupt,does not want to corrupt,and cannot corrupt”.The construction of the Party’s supervision and security laws and regulations have achieved remarkable results.Entering into a new journey,we should adhere to the principles of combining party building with the rule of law,combining democracy with centralism,and combining supervision with guarantee,so as to build a system of party supervision and security laws and regulations with Chinese characteristics.
