摘　　要：实现从产业扶贫到乡村产业振兴的平稳过渡,是巩固拓展脱贫攻坚成果同乡村振兴有效衔接的关键。从政策视角来看,产业扶贫是重点聚焦人的政策,为脱贫攻坚战取得全面胜利提供了重要支撑,而乡村产业振兴则是重点聚焦地区的政策,可以巩固拓展扶贫成果和带动乡村全面振兴。乡村产业振兴仍面临乡村第二三产业就业占比下降明显、第一产业劳均产值有待提高、西部和东北地区乡村产业融合水平较低、县城对乡村产业辐射带动能力有限等难题。构建可持续发展的现代乡村产业体系是实现产业扶贫与乡村产业振兴有效衔接的重要路径,需从调整产业结构、提升产业效率、加快产业融合与优化产业空间四个维度寻求突破,在努力保障人民富裕的前提下实现地区繁荣。The smooth transition from industrial poverty alleviation to rural industrial revitalization is crucial for consolidating and expanding the achievements of poverty alleviation and promoting rural revitalization.Industrial poverty alleviation is a people-based policy,which provides significant support for the comprehensive victory of the poverty alleviation war.Rural industrial revitalization is a place-based policy,which can consolidate and expand the achievements of poverty alleviation and promote the rural comprehensive revitalization.However,several isues need to be addressed,such as the decrease in the employment proportion of the second and third industries in rural areas,the low level of per capita output value of the first industry,the low level of integration of rural industries in the western and northeastern regions,and the limited radiating function of counties to rural industries.Building a modern rural industrial system with sustainable development is an important path to achieve the effective connection between industrial poverty alleviation and rural industrial revitalization.It is necessary to seek breakthroughs from the such four dimensions as adjusting industrial structure,improving industrial efficiency,accelerating industrial integration,and optimizing industrial space,so as to achieve place prosperity while ensuring people prosperity.
