摘　　要：环境规制和知识产权保护具有地区差异性,并不同程度地影响技术创新。基于多政策交叉影响效应的视角,采用2004—2017年中国省份面板数据,构建空间杜宾模型,探究环境规制和知识产权保护协同政策对环境技术创新的影响效应。结果表明,中国环境技术创新具有显著空间自相关性。在全国范围,环境规制和知识产权保护协同作用均与本地区和邻近地区环境技术创新显著正相关,且空间溢出效应明显增强。东部、西部地区环境规制和知识产权保护双重政策与本地区和邻近地区环境技术创新正相关,这种促进效应在西部地区对邻近地区发挥更强辐射作用。结合区域发展情况,提出及时动态调整多政策工具组合相关建议。Environmental regulation and intellectual property protection have regional differences,and affect technological innovation in varying degrees.Based on the perspective of cross effect of multiple policies,this paper used the provincial panel data from 2004 to 2017 to construct a spatial Durbin model to explore the impact of collaborative policies of environmental regulation and intellectual property protection on environmental technology innovation.The results show that China s environmental technology innovation has significant spatial autocorrelation.In the whole country,the synergy of environmental regulation and intellectual property protection is significantly positively correlated with environmental technology innovation in this region and adjacent regions,and the spatial spillover effect is markedly enhanced.The dual policies of environmental regulation and intellectual property protection in the eastern and western regions are positively related to the environmental technological innovation in the region and adjacent regions,and this promotion effect plays a stronger radiation role in the western region to the adjacent regions.Combined with the regional development situation,this paper puts forward some suggestions on timely and dynamic adjustment of the combination of multiple policy tools.
