人力资本空间错配对城市创新水平的影响研究——基于空间视角的考察

摘　　要：促进人口红利向人力资本红利转变是深入创新驱动战略的重要基础。基于2004—2019年我国285个城市面板数据测算人力资本空间错配指数,考察我国市域人力资本空间配置状况,并结合空间杜宾模型探讨其对城市创新水平的影响。研究发现:目前我国仍存在人力资本空间错配问题,其中东部地区配置不足,中部、西部地区配置过度。总体来看,人力资本空间错配与城市创新水平之间存在“倒U型”关系。从溢出视角看,相比于本地人力资本空间配置状况,我国城市创新水平受邻近地区的影响更大;该溢出效应具有明显的区域异质性,即东部、中部地区为“倒U型”,西部地区显著为负。因此,优化人力资本空间配置,畅通地区间经济循环,能更好地推动创新和区域协调发展。Promoting the transformation of demographic dividend to human capital dividend is an important basis for the in-depth innovation-driven strategy.This paper calculates the spatial mismatch index of human capital based on the panel data of 285 cities in China from 2004 to 2019,examines the spatial allocation of municipal human capital in China,and discusses its impact on urban innovation level combined with the spatial Durbin model.The research shows that there is still a spatial mismatch of human capital in China,including insufficient allocation in the eastern region and excessive allocation in the central and western regions.In general,there is a“inverted U-shaped”relationship between the spatial mismatch of human capital and urban innovation level.From the perspective of spillover,compared with the local human capital spatial allocation situation,China s urban innovation level is more affected by the neighboring areas;the spillover effect has obvious regional heterogeneity,that is,the eastern and central region is“inverted U-type”,and the western region is significantly negative.Therefore,optimizing the spatial allocation of human capital and keep the economic circulation between regions open can better promote innovation and coordinated development among regions.
