摘 要:水资源费用征收是水资源业务管理的关键环节。提出一种基于取水量远程校核的水资源费征收管理新模式,通过平台服务端与移动端的数据安全交互,实现取水户与征费管理部门的征费水量校核、扣除、审批与互认;通过构建水资源计费模型,实现水资源费自动测算;通过开发征费台账、逾期缴费处理、统计报表等功能模块,实现对水资源费征收全过程监管,提升水资源费征收管理能力。服务平台在安徽省水资源费征收中应用广泛,效果显著,为后期水资源税费改革奠定了基础。The collection of water resource fees is a key link in water resource business management.A new mode of managing water resource fee collection is proposed based on remote verification of water intake.By ensuring secure data exchange between the platform server and mobile end,it enables the verification,deduction,approval,and mutual recognition of water fees between water users and fee collection management departments.By constructing a water resource billing model,it realizes automatic calculation of water resource fees.By developing functional modules such as fee collection accounts,overdue payment processing,statistical reports,etc.,it achieves fullprocess supervision of water resource fee collection and enhances the management capability.The service platform has been widely applied in the collection of water resource fees in Anhui Province with notable effects,laying a groundwork for future water resource tax and fee reforms.
