摘　　要：【目的】分析科创型中小企业知识产权质押融资困境等问题,并提出应发挥其独有的关键技术和核心知识产权优势,完善解决措施,以增强区域产业竞争力。【方法】立足自由贸易试验区(PFTZ)先行先试视角,从科创型中小企业知识产权质押融资的现实问题着手,剖析科创型中小企业知识产权质押融资价值实现的影响因素,对知识产权质押融资改革创新的关键方向进行探究。【结果】科创型中小企业知识产权质押融资要围绕构建公允的价值评估机制、实施便利化的知识产权质押登记制度、建立多元化的知识产权质押融资风险分担机制、形成快捷有效的质物处置和收益机制等四大核心问题开展改革创新。【结论】结合自贸试验区推进知识产权质押融资的实践需求,提出完善相关政策的建议。[Purposes]This paper analyses the financing difficulties of intellectual property pledge of SMEs in science and technology innovation,and puts forward the countermeasures to improve SMEs ad⁃vantages of key technologies and core intellectual property.[Methods]Based on the practical problems of intellectual property pledge financing of scientific and creative SMEs,the influential factors of realiz⁃ing the value of intellectual property pledge financing of scientific and creative SMEs were analyzed,and the key directions of intellectual property pledge financing reform and innovation were explored.[Find⁃ings]The intellectual property pledge financing of scientific and innovative SMEs should be focused on the four core issues of building a fair value evaluation mechanism,implementing a convenient registra⁃tion system of intellectual property pledge,establishing a diversified risk sharing mechanism of intellec⁃tual property pledge financing,and forming a fast and effective disposal and income mechanism.[Con⁃clusions]According to the practical needs of the pilot free trade zone,suggestions are put forward to pro⁃mote the financing of intellectual property pledge relevant policy suggestions.
