摘　　要：【目的】财政科技专项经费投入是反映国家科研实力最为关键的指标之一,也是国家科学进步创新发展的基础和前提。【方法】纵观我国,目前科学技术专项经费投入一直是以中央政府和地方财政的纵向财政性科技支出为主,从1985年我国开始对科学技术进行拨款和改造,就推出了大量的帮扶和竞争机制,随后又陆续实施一些财政性科学技术计划和科研基金,并将之视为财政科学技术专项经费的主要途径[1]。本研究运用描述统计分析方法,从国家科技重大专项财政资金使用中发现问题、剖析根源。【结果】由于思想、政策、能力、责任等,本研究提出投入总量不足、监管力度不够、拨付程序不够标准、专业人员不足等问题。【结论】对如何做好国家科技专项财政资金使用,提出加强管理效率、优化人才队伍、完善机制等措施和建议。[Purposes]The investment of special financial funds for science and technology is one of the most critical indicators reflecting the country's tangible strength,and is also the basis and prerequisite for the country's scientific progress and innovative development.[Methods]Throughout our country,at present,the special fund investment in science and technology has been based on the longitudinal sci⁃ence and technology expenditure of the central government and local finance.Since 1985,our country started to appropriate and reform science and technology,we have launched a large number of help and competition mechanism.Then we have successively implemented some financial science and technology plans and research funds,and regarded them as the main way to finance the special fund of science and technology.In this paper,descriptive statistical analysis method is used to find problems and analyze the root causes in the use of national major special financial funds for science and technology.[Findings]Due to different aspects of the reasons such as ideology,policy,ability,and responsibility,this paper finds problems like the lack of total amount of investment,insufficient supervision,non-standard dis⁃bursement procedure,and professional staff shortage.[Conclusions]Measures and suggestions were put forward on how to make good use of national special financial funds for science and technology,such as strengthening management efficiency,optimizing personnel and improving mechanisms.
