摘　　要：在创新基层治理方式、实现乡村治理现代化的视域下,网格化管理作为一项新时期推进城乡基层社会善治的政策工具,契合了转型期中国乡村治理诸多问题复合叠加的现实需求,折射出国家重建基层治理秩序,夯实乡村治理基础的意志。在E镇的实践中,党建引领是将网格化管理嵌入乡村治理全过程的核心议题,以无缝隙管理的方式重建基层党组织的战斗堡垒作用。网格化管理模式在调节日常矛盾、化解拆迁纠纷、受理信访举报、加强环境治理等方面有效糅合村民服务需求和乡村治理创新要素,将基层治理回应能力调适到与治理现代化需求大体一致的平衡状态,实现了乡村不同治理事务的精细管理。From the perspective of innovat ing primary-level govermance mode and realizing the modernization of rural governance,grid management is a government tool to promote good urban and rural social govermance in the new era,which meets the realistie needs to solute the multiple problems of China's rural govermance arising in its transformational period,and reflcts the will of the state to reconstruct the order of the primary-level govermance and consolidate the foundation of rural govermance.In E town,the leading role of Party building is the core topic of embedding grid management into the whole process of rural govermance,which rebuilds the fortress role of grassroots Party organizations in the way of fine governance.Grid management effectively combines the villagers'service demand and rural govermance innovation elements in dissolving daily contradictions,resolving demolition disputes,accepting complaints,and strengthening environmental govermance,and the like.It adjusts the response ability of primary-level govermance to a balanced state consistent with the demand of governance modermnization,thus realizing the fine management of different governance affairs in rural areas.
