摘　　要：国家监察职能的实现会受到内外部因素的影响。根据《监察法》规定,监察机关与其他机关的关系大致可分为“产生、监督和负责”“协助配合”“互相配合和制约”“领导与被领导”“派出与被派出”五种类型。这五种类型既包含国家机关之间的横向关系,又包含监察机关内部的纵向关系。上级监察委员会是机关协作的适宜协调主体。机关协作应坚持政治原则、法治原则和效率原则,并围绕立法授权、工作衔接等内容进行完善。监察职能实现的内部优化应健全监察机关内部的分工设置、延伸机制、监督机制和辅助机构配置等,做到“机构—人员—职责”相匹配,资源能共享,从而提高监察机关的整体运行效率。The fulfillment of national supervisory functions is affected by internal and external factors.According to the Supervision Law,the relationship between supervisory organs and other organs can be roughly classified into five types:‘generation,supervision,and responsibility-shouldering’,‘assistance and cooperation’,‘mutual cooperation and restriction’,‘leadership and subordination’,and‘dispatching and being dispatched’.These include both horizontal relationships among national organs and vertical relationships within supervisory organs.Upper supervisory committees are proper coordinating subjects for organ cooperation.Organ cooperation should abide by principles of politics,rule of law,and efficiency,and conducting organ cooperation on issues such as legislative authorization,work connection,etc.Organ optimization for realizing the supervisory function should focus on internal labor division within supervisory organs,the extension mechanism,the supervision mechanism and the allotment of supporting organs.
