高校权力运行制约与监督问题研究--基于39所高校巡视反馈通报的文本分析

摘　　要：政治巡视是党内监督的战略性制度安排,对于制约与监督高校权力运行,加强高校党的领导、党的建设和全面从严治党具有重要意义。以39所高校巡视反馈通报文本为研究对象,运用质性研究中的扎根理论和文本分析法提炼出坚持和加强党的领导等8个核心要素,发现高校权力运行制约与监督过程中既存在坚持和加强党的领导不够、内部治理体系与治理能力欠缺、重点领域风险隐患突出等共性问题,也存在定位不准、特色发展不到位等个性问题。为解决这些问题,需要优化高校权力运行制约与监督的路径,完善权力运行配置机制的科学性,增强内部监督的主动性,发挥外部监督的有效性,强化巡视整改和成果运用的权威性。Political inspection is a strategic institutional arrangement for the supervision system of the CPC,which is of great significance for restricting and supervising power operation,strengthening the Party leadership,building the Party and comprehensively strictly governing the Party in higher education institutes.This paper takes the inspection feedback notification texts of 39 universities as the research object,using the grounded theory and content analysis method in qualitative research to extract eight core elements such as adhering to and strengthening the Party’s leadership,and then condenses the structural connotation and analyzes the common and special problems existing in the process of power restriction and supervision of universities.Common problems are found in weak adherence to the Party’s leadership,absence of internal administration system and abilities,prominent problems within key areas,etc.together with such special problems as the wrong orientation and lagged characterized development.In order to solve these problems,it is necessary to optimize the restriction and supervision of university power operation,improve the scientific qualities of power operation configuration mechanism,enhance the initiative of internal supervision,give play to the effectiveness of external supervision,and strengthen the authority of inspection rectification and achievement application.
