企业储备模式下应急物资储备及采购定价决策研究

摘　　要：应急物资企业储备模式可有效解决政府储备模式的弊端,而为建立常态化的物资采购与储备合作机制,政企双方需对物资采购定价及储备量进行合理决策.为此,文章在利用供应链契约中的数量柔性契约构建政企合作关系的基础上对该问题展开了研究.在考虑灾害事件发生的不确定性,政企双方可同时参与现货市场及企业存在储备量上限的情形下,文章给出了政企双方各自在灾害事件发生概率、企业储备量上限等因素满足不同条件时的最优决策,并与现货市场紧急采购模式进行了对比分析,证明了企业储备模式可有效降低政府采购成本,提高企业收益,实现双方的合作共赢.最后,文章分析了灾害事件发生概率等因素对双方合作的影响,以为应急物资企业储备模式的建立提供相应的操作策略与指导法则.The emergency material enterprise reserve model can effectively solve the shortcomings of the government reserve model.Therefore,in order to establish a normalized supply procurement and reserve cooperation mechanism,both governments and enterprises need to make reasonable decisions on supply procurement pricing and reserve quantity.Based on this,the paper established cooperation relationship of a government and an enterprise by using quantity flexibility contracts in the supply chain management,and researched on this issue.Considering the uncertainty of disaster events,both government and enterprise participating in the spot market and the enterprise having the upper limit of reserve at the same time,the paper gave the making-decision of both the government and the enterprise when disaster probability and the enterprise’s reserve cap meet different conditions,and made a comparative analysis with the emergency procurement model with spot market,proving that the enterprise reserve model can effectively reduce the government procurement cost and improve the enterprise profit,achieving win-win cooperation between the two sides.Finally,the paper analyzed the impact of disaster probability and other factors on the cooperation between the two parties,so as to provide corresponding operation strategies and guidelines for the establishment of the reserve model.
