摘  要:我国农村集体经营性建设用地使用权流转的实践中,集体建设用地的生态价值和社会保障价值日益凸显。为探究完整的土地流转价值,保障农民的合法权益,本文构建并运用成本法、生态价值法、养老保障模型分别对评估案例经济、生态和社会保障价值进行评估。结果表明,华宁县集体经营性建设用地流转实践中,虽然经济价值所占比重较大,但生态和社会保障方面价值也比较明显,约占11%。本文认为在传统评估其经济价值的同时,对生态和社会保障价值加以考量,得出一个更切合实际的流转总价值,以便为今后农村集体经营性建设用地使用权流转和有关土地资产评估实务提供参考。In the practice of circulation of use right of rural collective construction land in China, the ecological value and social security value of collective construction land have become increasingly prominent. To explore the complete value of land circulation and protect the legitimate rights and interests of farmers, this paper uses the cost approximation method, the ecological value method and the old-age security model to evaluate the economic value,ecological value and social security value in the case. The results show that in the process of collective construction land circulation in Huaning, Although the proportion of economic value is large, the ecological and social security value are also obvious(about 11%)and cannot be ignored. While mainly assessing its economic value, this case considers the ecological value and social security value, and derives a more realistic total appraisal value, so as to provide an example for the future land value assessment of the circulation of rural collective construction land use rights.
