摘 要:当前民航单位应急管理工作普遍缺乏规划和引导,统筹性、计划性、系统性不强,难以有效地持续改进应急管理工作,提升应急能力,其根源在于民航单位应急管理工作缺乏顶层的理论和方法指导。本文基于美国国家事故管理系统(NIMS)的“应急准备循环(preparedness cycle)”,结合民航单位应急管理工作实际,提出了“预案与制度”“组织与资源”“应急培训”“应急演练”和“评估与改进”为基本组成部分的民航单位应急管理工作体系建设框架,并阐述了每个组成部分的基本建设要素和内容,旨在为民航单位做好各项日常应急管理工作提供一套系统、清晰和全面的工作方法,适用于民航单位为应对各类突发事件而开展的应急管理工作体系建设工作。At present, the emergency management work of civil aviation units generally lacks planning and guidance. It is difficult to effectively and continuously improve emergency management work and enhance emergency response capacity. The root cause lies in the lack of top-level theory and method guidance in the emergency management work of civil aviation units. Based on the “preparedness cycle” of the National Incident Management System(NIMS) of the United States, combined with the emergency management reality of civil aviation units, this paper puts forward construction framework of the emergency management work system of civil aviation units with “plan and system”, “organization and resources”, “emergency training”, “emergency drill” and “evaluation and improvement” as the basic components, and expounds the basic construction elements and contents of each component. It aims to provide a set of systematic, clear and comprehensive working methods for civil aviation units to do a good job in daily emergency management, and is applicable to system construction of emergency management work carried out by civil aviation units in response to various emergencies.
