国家文化软实力的人权挑战与中国人权文化的战略构想

摘　　要：在以合作政治和利益互赖为基础的当代国际关系格局中,国家软实力的文化权重不断上升。随着21世纪趋向信息主义、人文主义、民生主义和全球主义的发展势能转变,国家文化软实力的人权竞争日益激烈,而我国人权软实力建设正面临国内国外双重文化挑战。基于全球人权软实力两极多元的文化竞争格局,我国人权软实力建设的文化战略资源可从人权意识形态、人权思维、人权理论和人权心理四大类别展开。随着新时代中国人权事业迈向新征程,我国人权软实力建设的文化战略路径可从人权文化安全策略、人权文化创新策略、人权文化培育策略、人权文化外交策略和人权文化传播策略五个方面系统筹划。在当今人权反全球化的局部势头下,人权工具主义是影响全球人权软实力健康发展的最大危险和威胁。In today's international relations undergirded by cooperative politics and deepening interdependence,the national cultural soft power weighs more than ever.As informationalism,humanism,welfarism,and globalism gain their momentum in the 21st century,the challenges of human rights facing the national cultural soft power are big,and the construction of soft power centering on human rights in China is also confronted with cultural difficulties both at home and abroad.Based on the bipolar-pluralist framework of competition of the global human rights soft power,the cultural strategic resources for the construction of human rights soft power in China include four forms:human rights ideologies,human rights rationalities,human rights theories,and human rights mentalities.As the cause of China's human rights enters its new journey,the cultural strategic paths for the construction of Chinese human rights soft power can be integrally planned in five spheres:strategies for cultural security,cultural innovation,cultural cultivation,cultural diplomacy,and cultural communication on human rights.With the growing anti-globalization trend in the field of human rights,instrumentalism is a major threat to the healthy development of global soft power on human rights.
