摘 要:作为国家现代化进程中不可或缺的重要组成部分,中国特色哲学社会科学的健康发展离不开科学权威、公开透明的学术评价体系。加快构建具有中国特色的哲学社会科学评价体系,充分发挥学术评价的指挥棒作用,是繁荣发展中国特色哲学社会科学的重要环节。本文梳理了党的十八大以来我国哲学社会科学评价领域的相关研究进展,系统回顾和总结了我国哲学社会科学评价的相关理论建构和实践探索,并在此基础上分析了近年来我国哲学社会科学评价的热点和焦点问题,指出了当前我国哲学社会科学评价面临的问题和挑战。百年未有之大变局要求评价理念与评价导向必须以坚持原始创新为目标,加快推进评价体系和评价标准创新,实施多元化的评价体系,不断丰富和完善评价客体的多维评价特征,构建综合性、多元化的哲学社会科学学术评价体系;同时要健全和完善同行评价机制,优化同行评议程序,提高同行评议过程透明度,充分发挥同行评议在学术评价中的作用。此外,学术评价的学理性研究必须引起高度重视,评价学自身的学科体系构建问题也是摆在我们面前的一个新的重要问题。The prosperity of philosophy and the social sciences is an indispensable part of the modernization of Chinese academy,and cannot be separated from the scientific authority and an open and transparent academic evaluation system.Accelerating the establishment of an evaluation system for philosophy and social sciences with Chinese characteristics,and making full use of academic evaluation constitute an important link in the prosperity and development of philosophy and social sciences.This article summarizes the relevant research progress in evaluating the field of philosophy and social sciences since the 18th National Congress of China,reviews the construction of theory and practical exploration on the evaluation of philosophy and social sciences in China,discusses the hot issues on the evaluation of philosophy and social sciences in recent years,and points out the according problems and challenges.In general,the great changes that have not been discovered for a century require that the evaluating concept and its orientation should adhere to original innovation as the goal,and it is necessary to accelerate the innovation of evaluation system and standards,and to implement diversified evaluation system.At the same time,we should improve the mechanism,optimize the procedure,improve the transparency of the process of peer review,and make full use of peer review in academic evaluation.
