摘　　要：中国民族团结教育政策的表现形式有国家一般法律法规、党和国家领导人重要指示、国家民族政策法规和国家教育政策法规、民族团结教育专项政策等。顺应时代发展的需要,中国民族团结教育政策的目标逐步深化,从“团结互助”发展到聚焦于“铸牢中华民族共同体意识”;政策对象逐步细化,从青少年的“单一群体”发展到指向社会全员的“多元群体”;政策实施不断优化,从“学校教育”发展到“大教育”;政策保障进一步强化,从“部门领导”到“党的全面领导”。新时代的民族团结教育工作将以培育和铸牢中华民族共同体意识为主线和主题。相应地,政策目标将根据培育和铸牢中华民族共同体意识的效果指标构建目标体系;政策实施上要进一步探索培育和铸牢中华民族共同体意识的新形式、新方法和新的常态化机制;政策保障上要在党的统一全面领导下,从“经费政策”和“人员政策”两个方面予以完善。The form of China’s ethnic unity education policies includes national ethnic policies and regulations,important speeches by national leaders,national ethnic regulations and laws,national education policies and laws,and special policies for ethnic unity education,etc.To meet the needs of the times,the objective of ethnic unity education in China has gradually deepened,developing its focus from“unity and mutual assistance”to“consolidating a strong sense of Chinese community for the Chinese nation”.The policy targets are gradually refined,from a“single group”of adolescents to a“multiple group”including all members of the society.The policy implementation has been continuously optimized from“school education”to“big education”.The policy guarantees have been further strengthened to achieve a transition from“departmental leadership”to“comprehensive leadership by the Communist Party of China”.The education of ethnic unity in the new era will focus on cultivating and strengthening the sense of community for the Chinese nation.Accordingly,the policy objectives will be based on the effectiveness for cultivating and strengthening the sense of community for the Chinese nation.In terms of policy implementation,it is necessary to explore new forms,new methods,and new normalization mechanisms for cultivating and strengthening the sense of community for the Chinese nation.The policy guarantee should be improved under the comprehensive leadership of the Communist Party of China,especially on“funding policy”and“personnel policy”.
