摘　　要：从系统总结新疆维吾尔自治区煤炭生产和运输现状出发,分析疆煤外运煤源、运输结构、供应范围和运输通道布局及运力适应状况,归纳当前疆煤外运在运输经济性、通道能力和运输组织等方面存在的主要问题和制约因素。结合近一段时期内煤炭供应的形势变化,围绕我国煤炭保供稳价逐步常态化的现实需要,按照国家和新疆维吾尔自治区新的开发政策和外运目标,研判疆煤外运总体发展态势和市场增长空间,提出疆煤外运通道建设规划和运力保障的初步方案,以及矿区生产、集疏运系统配套完善、运价机制等方面的具体对策,为推动新疆地区煤炭开发,增强疆煤外运市场竞争能力,实现良性发展提供理论支撑和决策依据。From a systematic summary of the current situation of coal production and transportation in the Xinjiang Autonomous Region,this paper analyses the coal sources,transportation structure,supply scope,transport channel layout and capacity adaptation of the outward transportation of coal from Xinjiang,also summarising the main problems and constraints of the current outward transportation of coal from Xinjiang in terms of transport economics,channel capacity and transportation organization.Combining the changes in the coal supply in the recent period,this paper focuses on the real needs of China's coal supply and price stabilization,considers the overall development trend and market growth of the outwars coal transportation with the new development policies and outward transportation targets of the country and Xinjiang Autonomous Region.Meanwhile,the paper proposes the preliminary plan for the construction of the outward coal transportation corridor and capacity assurance,as well as specific measures of mine production,improving the supporting system and the price mechanism,so as to provide theoretical support and policy basis for promoting the coal development in Xinjiang,enhancing the competitiveness of the outward coal transportation market and achieving benign growth.
