摘　　要：绿色金融作为绿色经济的“核心杠杆”,对其相关政策的区域异质性特征和效力的研究,对于促进中国绿色金融政策体系的健全和区域绿色发展,具有重要的价值。本文从政策文本视角研究绿色金融的政策供给,将中央到地方的绿色金融政策文本作为研究样本,对现有政策的类型、地域和特征,从政策工具和效力维度对政策进行量化分析,并借助UCINET工具,采用社会网络关系的分析方法进行政策的关系特征研究。结果显示:中国绿色金融政策供给以自上而下的指导性方案为主,强制性约束少;关键代表地区集中于绿色金融改革试验区;政策工具使用程度部分地区差异大,存在过溢风险;重点地区政策效力呈现出周期性上下波动,政策平均效力近年来较稳定。并提出以下建议:提升政策整体传导性;优化政策工具结构;推进绿色金融标准体系建设;提升在政策中捕捉机遇的能力。The study of the regional heterogeneity and effectiveness of green finance as the“core lever”of the green economy is of great value in promoting the soundness of China's green finance policy system and regional green development.This paper examines the policy supply of green finance from the perspective of policy texts,taking the central to local green finance policy texts as the research samples,and quantifies the types,regions and characteristics of existing policies in terms of policy instruments and effectiveness.The results show that the supply of green finance policies in China is dominated by top-down guidance programs with few mandatory constraints;key representative regions are concentrated in green finance reform pilot zones;the degree of use of policy instruments varies greatly in some regions and there is a risk of overspill;policy effectiveness in key regions shows cyclical risingand falling fluctuations,and the average policy effectiveness has been more stable in recent years.
