碳交易试点政策对区域制造业绿色化发展的影响研究——基于试点省市的准自然实验分析

摘　　要：基于2008—2019年碳交易试点地区的面板数据,采用合成控制法评估政策实施对试点地区制造业绿色化发展水平的影响,并进一步比较与非试点地区存在的差异。研究发现,碳交易机制对区域制造业绿色化发展具有显著的促进效应,除上海呈现反向效应外,北京、天津、广东、湖北和重庆制造业绿色化发展水平在碳交易试点期间得到显著提升,存在可持续影响机制;碳交易试点政策通过引导技术创新发挥中介效应,进而促进区域制造业绿色化发展水平提升。认为政府应加快完善碳交易市场推广试点经验,建设全国统一的碳排放权交易市场,鼓励制造业企业主动融入“双碳”战略并实现数字化技术创新,以促进绿色转型。Based on the panel data of carbon trading pilot areas from 2008 to 2019,the synthetic control method is used to evaluate the impact of policy implementation on the green development level of manufacturing industry in the pilot areas,and further compare the differences with non-experimental areas.It is found that the carbon trading mechanism has a significant promoting effect on the green development of regional manufacturing industry.In addition to the reverse effect in Shanghai,the green development level of manufacturing industry in Beijing,Tianjin,Guangdong,Hubei and Chongqing has been significantly improved during the carbon trading pilot period,and there is a sustainable impact mechanism.The carbon trading pilot policy plays an intermediary role by guiding technological innovation,thus promoting the green development level of regional manufacturing industry.It is believed that the government should speed up the improvement of the pilot experience of carbon trading market promotion,build a unified national carbon emission trading market,encourage manufacturing enterprises to actively integrate into the“double carbon”strategy and realize digital technology innovation,so as to promote green transformation.
