摘　　要：基于2003-2017年30个省份的面板数据,利用加入中介效应的SYS-GMM模型和空间杜宾模型,实证研究了人力资本、创新对新型城镇化的作用机理及其影响效应。研究结果表明,人力资本通过技术创新提升新型城镇化质量的中介效应并未显现,但产业结构升级具有明显的中介效应,技术创新能够通过提升劳动生产率来改善新型城镇化质量。总体上,户籍制度创新、土地制度创新、金融制度创新对新型城镇化质量具有正向促进作用;人力资本对新型城镇化质量具有负向空间溢出效应,技术创新、户籍制度创新、土地制度创新具有正向空间溢出效应,金融制度创新的正向空间溢出效应不明显。因此,应持续提高人力资本水平,加大制度创新力度,因地制宜出台创新户籍制度、土地制度和金融制度政策,推动以人为核心的新型城镇化高质量发展。Based on the panel data of 30 provinces from 2003 to 2017,this paper uses SYS-GMM model with intermediary effect and spatial Dubin model,theoretically analyzes and empirically tests mechanism and effect of human capital and innovation affecting new urbanization quality.The results show that the intermediary effect that human capital promotes the new urbanization quality through technological innovation is not obvious,but the upgrading of industrial structure has obvious intermediary effect,and technological innovation can improve the quality of new urbanization by improving labor productivity.In general,the innovation of household registration system,land system and financial system have positive effect on the new urbanization quality.Human capital has negative spatial spillover effect on the development quality of new urbanization.Technological innovation,household registration system innovation and land system innovation have positive spatial spillover effect,and the spatial spillover effect of financial system innovation is not obvious.Therefore,it is necessary to continuously improve the level of human capital,increase institutional innovation,innovate the household registration system,land system and financial policy according to local conditions,so as to promote the high-quality development of human-centered new urbanization.
