中国式现代化视域下我国人事行政发展探析

摘  要:中国式现代化是一种在符合中国国情的实践探索基础上形成的新型现代化模式,创造了人类文明新形态,为深入探讨我国的人事行政发展提供了新的视角。公务员制度是现代国家人事行政的核心,回顾改革开放以来我国公务员制度的建设历程,大体上经历了酝酿与探索、建立与实施、法制化建设、深化与完善四个发展阶段。以推进公务员制度建构为基础的中国式人事行政现代化,呈现出党领导的人事行政现代化、学习试验式渐进型的人事行政现代化、政治响应与以功绩制原则为取向的人事行政现代化三大特质。基于中国式现代化视角思考我国人事行政的现代化,更有助于加深对当前深入推进国家治理体系和治理能力现代化的理解。Chinese modernization is regarded as a new path to modernization.It is full of Chinese characteris⁃tics,based on China’s national conditions,creating a new form of human civilization.It provides a new perspec⁃tive to deeply discuss the development of personnel administration in China.The civil service system is the core of modern personnel administration.Looking back on the construction process of the civil service system in Chi⁃na since the reform and opening-up,it has experienced four stages:infancy and exploration,establishment and implementation,legalization construction,deepening and improvement.The modernization of Chinese person⁃nel administration based on promoting the construction of civil service system presents three characteristics:led by the Communist Party of China,based on learning experiment and gradual reform,focusing on political re⁃sponse and merit system.Considering the modernization of personnel administration based on the Chinese mod⁃ernization methodology,it is helpful to deepen the understanding of the modernization of China’s system and capacity for governance.
