摘  要:随着电力体制改革进程的不断拓展,电网工程投资规模由快速扩张向提质增效转变,电网生产技改工程作为电网工程的重要组成部分,其投资效益好坏直接影响电网企业经济效益和社会效益。为实现对技改工程投资效益的精准评价,文章从经济、技术、环境和社会效益4个层面构建技改工程投资效益评价指标体系;采用层次分析法和反熵权法,结合矩估计的基本原理确定评价指标的组合权重;在此基础上构建基于改进TOPSIS的评价模型,并依据某电网公司2016—2020年技改工程实际历史数据进行实证分析,以捕捉评价对象投资效益的变化趋势,助力技改工程投资效益提升,推动电网企业可持续发展。With the continuous expansion of the power system reform process,the investment scale of power grid projects has changed from rapid expansion to improving quality and efficiency.As an important part of power grid projects,the power grid production and technical transformation project has a direct impact on the economic and social benefits of power grid enterprises.In order to realize the accurate evaluation of the investment benefit of the technical transformation project,this paper first constructs the evaluation index system of the investment benefit of the technical transformation project from the four aspects of economic,technical,environmental and social benefits;Then,the combination weight of the evaluation index is determined by using the analytic hierarchy process(AHP)and the anti-entropy weight method combined with the basic principle of moment estimation;On this basis,an evaluation model based on improved TOPSIS is constructed,and empirical analysis is carried out based on the actual historical data of a power grid company’s technical transformation project from 2016 to 2020 to capture the change trend of the investment benefit of the evaluation object,help improve the investment benefit of the technical transformation project,and promote the sustainable development of the power grid enterprise.
