摘　　要：目的介绍国外典型普适性卫生技术评估(HTA)工具,为我国HTA工具的开发提供参考。方法检索文献数据库及HTA相关网站,筛选关于欧洲、加拿大、美国普适性HTA工具的文献。结果共纳入19篇文献,涉及6个HTA工具,包括HTA核心模型、Mini-HTA模版、多准则决策分析高级价值框架、循证决策支持程序、证据与价值对决策的影响框架、医疗技术综合评估框架。结论为促进我国HTA标准化与规范化,建议明确HTA标准,开发本土HTA工具,注重HTA工具灵活性,搭建HTA互联网平台并加强多方参与。Objective To introduce typical foreign universal Health Technology Assessment(HTA)tools and provide reference for the development of HTA tools in China.MethodsLiterature databases and HTA-related websites were searched to screen studies related to universal HTA tools in Europe,Canada,and the United States.ResultsA total of 19 literatures were included,involving 6 HTA tools,including HTA core model,Mini-HTA template,advanced value framework for multi-criteria decision analysis,evidence-based decision support procedures,framework for the influence of evidence and value on decision making,and framework for comprehensive evaluation of medical technology.Conclusion In order to promote the standardization and normalization of HTA in China,it is suggested to clarify HTA standard,develop local HTA tools,pay attention to the flexibility of HTA tools,build HTA online platforms,and strengthen multi-stakeholder participation.
