摘 要:基本公共文化服务均等化,是全面建成小康社会与实现共同富裕的应有之义与实施路径。以2011-2019年期间我国31个省份区划的基本公共文化服务供给作为研究对象,通过统计分析与泰尔指数实证分析方法,验证并度量城乡之间、区域之间的供给非均等化程度,剖析造成非均等化的成因主要包括城乡文化经费投入不均衡、公共文化服务供给的缺位和错位等。建议构建公共文化服务均等化的资金可持续投入体系、提升文化资源供给侧的总体规模和质量。这些为保障并实现全体公民的文化权利具有重要意义。The equalization of basic public cultural services is the goal and implementation path of building a moderately prosperous society in an all-round way and realizing common prosperity.The paper takes the supply of basic public cultural services in 31 provinces and regions in the Mainland as the research object during the period from 201l to 2019.Through statistical analysis and empirical analysis of Theil index,it verifies and measures the degree of non-equalization of supply between urban and rural areas and between regions.Analysis of the causes of non-equalization mainly include the imbalance of urban and rural cultural funding,the absence and dislocation of public cultural service supply and so on.It suggests the necessity to build a sustainable capital investment system for the equalization of public cultural services,and to improve the overall scale and quality of the supply side of cultural resources.These are of great significance for guaranteeing and realizing the cultural rights of all citizens.
