摘　　要：信息传播是涉警网络舆情产生发展的关键变量,涉警网络舆情的演化过程包括舆情信息的散播、舆情信息的集聚、舆情信息的热议、舆情信息的流行等四个阶段。涉警网络舆情与一般网络舆情相比,具有自身的信息传播特征,一是信息数据多元化,难以有效监测,二是信息类型多样化,难以整合研判,三是信息主体多元化,难以有效引导,四是信息传播动态化,难以实时把控。这些特征也给公安机关处置舆情带来挑战。对此,公安机关应遵循信息传播规律,着力打造多元化信息监测系统,构建多维度信息分析框架,建立多层次信息研判机制,确立分阶段引导处置策略,以进一步提升涉警网络舆情引导与处置能力。Information dissemination is the key variable for the generation and development of police-related online public opinion.The evolution process of police-related online public opinion includes four stages:dissemination,gathering,heated discussion,and popularity.Compared with general online public opinion,police-related online public opinion has its own dissemination characteristics,which brings great challenges to its guidance and handling.It is mainly manifested in the diversified information and data which are difficult to effectively monitor,diversified information types which are difficult to integrate and judge,diversified information subjects which are difficult to guide effectively,and dynamic information dissemination which is difficult to control in real time.Therefore,diversified information monitoring system,multi-dimensional information analysis framework,multi-level information research and judgment mechanism,and phased guid-ance and handling strategy should be established based on the law of information dissemination to further improve the guidance and disposal capacity of police-related online public opinions for the public security organs.
