摘　　要：建立科学的公共文化服务高质量发展评价指标体系,是“十四五”时期推动公共文化服务高质量发展、提升我国公共文化服务水平的关键。立足高质量发展内涵,本文从过程质量和结果质量入手,构建包含过程改进、价值控制、绩效控制和受众感知四个维度的公共文化服务高质量发展评价指标体系,对2016-2021年我国公共文化服务高质量发展水平进行量化测度。研究发现:当前我国公共文化服务高质量发展水平整体不高、各省域间差异较大,存在较大提升空间,且品质化、数字化和均等化是制约公共文化服务高质量发展水平的主要短板。“十四五”时期要促进公共文化服务高质量发展,需转变发展理念,建立以高质量发展为导向的公共文化服务评价机制,着力于过程质量和结果质量的优化提升。Establishing a scientific assessment indicator system for the high-quality development of public cultural services is the key to promoting the high-quality development of public cultural services and improving the level of public cultural services during the“14th Five-Year Plan”period.Based on the connotation of high-quality development,starting from process quality and result quality,this paper builds up a high-quality development of public cultural services,which includes 13 indicators in 4 dimensions(process improvement,value control,performance control and audience perception)and measures the high-quality development level of public cultural services in China from2016 to 2021.The study found that the current level of high-quality development of public cultural services in China is not high on the whole,with large differences between provinces,and there is a big space for improvement.Equalization,quality and digitization are the main short boards restricting the level of high-quality development of public cultural services.To promote the high-quality development of public cultural services during the“14th Five-Year Plan”period,it is necessary to change the development concept,establish a high-quality development-oriented evaluation mechanism for public cultural services,and focus on the optimization improvement of process quality and result quality.
