合规性确认:基层政府突破性创新的纵向协同机制——对A区创建城乡融合实验区的考察

摘　　要：基层政府创新是实现制度完善的重要形式,却始终面临从“合情合理”到“符合规定”的难题。基层政府如何实现创新且不被问责的结果呢?现有研究关注了政府创新的三种主流视角,以及“战略嵌入”和“请示授权”两种纵向府际间的互动策略,相对忽视了基层创新被授权的关键要素。本文在制度变迁视角下,通过对A区创建城乡融合实验区的案例分析,提出“合规性确认”的解释。研究发现,政府创新可以按照政策内容变化程度,划分为改良性创新、突破性创新和整体性创新;突破性创新得以实现的关键,是以请示授权为“表”、确认合规性为“里”,构建符合政策要义的诱发机制、统筹主体利益的诱导机制、耦合配套制度的关联机制和规避多重风险的控制机制,以使创新行动被有组织的构建并不断发展。“合规性确认”分析框架的构建,阐明了当代中国基层突破性创新的纵向协同机制,对制度变迁和府际关系理论均有所发展。Innovation of grassroots governments is an important form of institutional improvement,but it is always facing the problem of"reasonable"to"compliance".How can grassroots governments realize innovation without being held accountable?The existing research focuses on three mainstream perspectives of government innovation,as well as"strategie embedding"and"authorization by request"which are two strategies to achieve vertical intergovernmental interaction,but ignores the key elements of the authorization of grassroots innovation.From the perspective of institutional change,this paper puts forward a new interpreltation of"Compliance Verifieation"through the case analysis of the establishrnent of the urban-rural integration experimental zone in Area A.The study found that government innovation can be divided into benign innovation,breakthrough inno-vation and overall innovation according to the degree of change in policy content.The key to the realixation of breakthrough innowation is to establish an inducement mechanism in line with the policy essence,an induce-mcnt mcchuniom for coordinating the intcrcoto of the main body,a linlage mcchaniom for coupling oupporting systems and a control mechanism for avoiding multiple risks.with authorization as the"outside"and confirm compliance with regulations as the"inside",so that innovation actions can be struetured and developed contin-uously.The construction of the analytical framework of"Compliance Verification"clarifies the vertical synergy mechanism of breakthrough innovation at the grassrools level in contemporary China,which has contributed to the development of institutional change theory and intergovemmental relations theory.
