地方政府如何保持其创新的可持续性?——基于多案例比较的探索性研究

摘　　要：自全面深化改革以来,地方政府的创新实践可谓竞相迸发,政府创新的可持续性问题同样至关重要。学界已对政府创新可持续性的影响因素进行了一定梳理,但关于政府创新可持续性如何保持的研究尚未得到更多注意。本文从组织管理的视角,对地方政府创新可持续性保持的关键过程环节进行划分,然后通过对多案例的探索比较发现:不同政府创新的发起目的不尽相同,对应不同的创新认同程度差异,同时创新可以调适改变的程度也有不同。结合政府创新面临的体制环境差异,可以基于创新的“认同-调适”二维框架,将地方政府创新的可持续保持型态分为“动态调适、沉淀固化、深化改进、借力维持”四类,同时政府创新的可持续性保持型态也会因管理干预而相互转换。本文尝试建构地方政府如何保持其创新可持续性的理论知识框架,可以为各地政府创新实践的探索提供理论参考。Since deepening the reform comprehensively,the innovative practices of local governments have been bursting out,and the sustainability of government innovation is also crucial.The influencing factors of the government innovation sustainability have been sorted out in a great number of researches,but the research on how to maintain the sustainability of government innovation has not received more attention.From the perspective of organizational management,this paper classifies the key processes of local government innovation sustainability.Through the comparison of multiple cases,it is found that:(1)Different governments have different purposes of innovation;(2)There are differences in the degree of innovation identification;(3)The degree of innovation can adapt to change is also different.Based on the two-dimensional framework of"identification-adjustment",the maintaining patterns of government innovation sustainability can be divided into four categories:"Dynamic adjusting","precipitation and solidification","deepening improving"and"maintaining by force".The maintaining patterns will also change with each other due to management intervention.And this paper attempts to construct a theoretical knowledge framework of how local governments maintain their innovation sustainability,which can provide theoretical reference for local governments'innovative practice.
