摘 要:编制资源对于组织机构的优化具有积极作用,高效合理的编制资源管理方式将确保行政管理资源得到高效利用。统筹编制改革是党中央基于社会主义新时代提出的重要要求,有关部门应当综合结构优化、存量盘活与资源整合等关键点,对地方编制统筹分配的经验和教训进行观察,明确编制作为内部资源的有限性和公共性。本文选取山东省烟台市为观察点,对其编制资源的规划、统筹分配以及监督管理进行分析探究与经验总结。研究发现在科层制思维下出现了编内编外人员的工作困境,在盲目求效的工作习惯下出现了专户竞赛与专户冗余的实践困境,并指出在僵化执行纪律的情况下用人自主权与编制管控权的矛盾,进而指出烟台市在编制统筹实践中出现的“编制资源”的公共性以及与之相应的“共建规划-共治分配-共享管理”思路的趋向与偏差,为编制资源统筹完善的路径探索提供启发。The objective of this article is to analyze the causes of the difficulty in Allocation of Quotas Resources and try to put forward the optimization scheme based on the causes of these difficulties.A qualitative study is used in this paper by taking Yantai City as an example to illustrate allocation of quotas resources.The analysis found that Allocation of Quotas Resources faces the following difficulties:Dilemma of in-staff and offstaff under the bureaucracy,dilemma of special account competition and special account redundancy under the blind efficiency working habit,and the contradiction between the autonomy of employment and the power to control the staff under the rigid implementation of discipline.Then,it points out the publicity of"Quotas Resources"in the allocation practice of quotas resource in Yantai City,and the trendency and deviation of the idea which corresponded by"Co-Construction Planning Co-Governance Distribution-Sharing Management".Taking Yantai City of Shandong Province as a sample carries strong regional features,and the conclusion may not be applicable to other cities and other provinces of China.But it provides inspiration for the path exploration of compiling and perfecting resources.Overall,in the planning stage of quotas resources,socialized planning and actively absorb opinions and suggestions from all sides should be carried out to promote the rationality and scientificity of planning;In the allocation stage of quotas resources,the game between different districts,counties and departments should be abandoned,and the"opposing"thinking should be replaced by the consultative"co-governance"thinking;In the management stage of quotas resources,the combination of unified supervision and self-supervision in the use of talents by all sectors of society should be gave full paly,so as to reduce the tension between strict staffing discipline and flexible personnel power as much as possible and breakthrough"staffing according to individual".
