西部地方政府与其培育社会组织的关系演变研究——一项单案例分析

摘　　要：理解地方政府与其培育的社会组织之间的关系及动态演化逻辑,推动政府与社会组织协同进化,既有助于揭示我国基层治理中政府与社会互动的规律,也是推进我国国家治理体系与治理能力现代化的现实需求。本文构建“外部环境-合理性-组织能力”分析框架,以A组织为例,基于单案例分析,探讨西部地方政府与其培育社会组织的关系演化及其影响因素。研究发现,在同时受到西部环境约束和中央政策支持的情况下,培育初始阶段,西部地区地方政府出于程序正当性和绩效认可度,直接培育社会组织;随着组织能力的发展,社会组织能够自主整合东部社会资源,助力西部地区政府破解当地基层治理困境;最终,西部地方政府与其培育社会组织逐渐走向协同进化。本文为我国西部地区地方政府培育社会组织、借助社会资源提升政府治理效能、推动政府与社会关系良性互动提供政策启示。Understanding the dynamic relationship between local government and social organizations incubated by the government is beneficial to the coevolution of the government and social organizations,which promotes the modernization of the national governance system and governance capability.This paper takes the incubation of social organization A by the local government in Western China as an example,exploring the relationship between government and social organizations in Western China and its influencing factors based on the analysis framework of"External Env ironment--Legitimacy--Organizational Capacity".Grounded on a single case,we find that:Under the environmental constraints of Western China and the support of the central government,local governments incubated nonprofits directly for procedural justification and performance recognition at first;With the development of organizational capacity,nonprofits can integrate resources in Eastern China independently to help western governments solve local problems;Finally,the local government coevolved with the social organizations.This study enlightens local governments in w estern China on how to incubate nonprofits,improve the effectiveness of local governance by mobilizing social resources,and promote positive interactions between government and social organizations.
