党政吸纳、分类沟通与基层信息不对称的纾解——基于广西B镇“美丽上墙”的案例分析

摘　　要：基层信息不对称何以纾解?既往研究鲜有跳出科层制而基于中国实践场景将乡村社会要素纳入视野。基于广西B镇“美丽上墙”的案例考察,构建“结构-资源-行动”理论分析框架,探究中国情景下科层组织信息不对称问题得以纾解的原因。研究发现,科层组织与乡村社会的结构张力对信息沟通提出较高要求,科层行政的信息汲取效力却在乡村社会出现沟通边界。作为基层行动者,乡镇借助于执政党群众路线及科层运作模式,有效整合了正式与非正式资源,通过“循环往复”的汲取机制和“以不变应万变”的反馈机制,进而提高科层组织吸纳民意信息的数量和质量。由此,在科层组织与乡村社会、乡镇组织与县级组织之间,形成了一种纾解基层信息不对称的“党政吸纳”模式。在运作过程,“党政吸纳”呈现“官民有别”、“上下有序”的分类性沟通,既能充分吸纳民意信息,又兼顾了科层制内部的常规性沟通模式。本文基于中国场景下的案例分析,探究科层信息不对称问题得以纾解的新视角,尝试与科层制理论、跳板理论及扁平化组织理论进行对话,为乡村振兴工作中的信息沟通问题提供参考。How can information asymmetry at the grass-roots level be alleviated?In the past,few studies have jumped out of the bureaucratic system and brought rural social elements into perspective based on China's practical scenarios.Based on the case study of"Beauty on the Wall"in B Town of Guangxi province,the theoretical analysis framework of"Structure-Resources-Action"is constructed to explore the reasons why the information asymmetry problem of hierarchical organizations can be alleviated in the context of China.The study found that the structural tension between the bureaucratic organization and the rural society put forward higher requirements for information communication,while the effectiveness of information absorption of the bureaucratic administration appeared communication boundaries in the rural society.As a grass-roots actor,the township effectively integrates formal and informal resources with the help of the ruling party's mass line and bureaucratic operation mode,and improves the quantity and quality of public opinion information absorbed by the bureaucratic organization through the"cyclic"absorption mechanism and the"constant response"feedback mechanism.Thus,a"party and government absorption"model has been formed between bureaucratic organizations and rural society,township organizations and county-level organizations to alleviate the information asymmetry at the grass-roots level.In the process of operation,"party and government absorption"presents the classified communication characteristics of"difference between officials and people"and"order from top to bottom",which can fully absorb public opinion information and take into account the conventional communication mode within the bureaucracy.Based on the case analysis in the Chinese context,the article explores a new perspective to solve the problem of bureaucratic information asymmetry,and tries to have a dialogue with bureaucratic theory,springboard theory and flat organization theory,providing a reference for information communication in rural revit
