摘  要:空间明晰化的碳综合补偿与管理类型分区对于建立能够体现碳汇价值的流域生态保护补偿机制至关重要。以钱塘江流域10个县(市、区)为研究对象,基于碳收支核算体系分析钱塘江流域县域尺度碳收支时空演变格局及其碳收支平衡关系,运用考虑社会经济、资源利用、生态环境因素的综合评价方法,对钱塘江流域进行碳综合补偿与管理类型分区规划。结果表明:(1)2000—2020年钱塘江流域碳排放量与碳吸收量总体不断增加。碳排放量呈现“西南低,东北高”的空间格局,碳吸收呈现“西南高,东北低”的空间格局。(2)2000—2020年钱塘江流域碳排放基尼系数平均值为0.60,碳排放经济贡献系数在0.86~1.03之间,碳生态承载系数在0.02~15.81之间。流域内县域单元之间经济发展与资源利用效率差距较大,碳供需错配现象比较严重。(3)2020年萧山区、余杭区和富阳区为碳综合补偿平衡区与低碳控制区,常山县、开化县、建德市和淳安县为碳综合补偿获补区与低碳优化区,临安区和桐庐县为碳综合补偿获补区与低碳控制区,杭州市市区为碳综合补偿支付区与低碳减排区。Explicit carbon comprehensive compensation and its management type zoning are essential for the establishment of a watershed ecological protection compensation mechanism,which reflects the value of carbon sinks.Taking 10 counties(cities and districts)in the Qiantang River basin as the research area,this paper analyzes the spatial and temporal evolution of carbon emission and absorption at the county scale and its carbon balance relationship based on the carbon budget estimation.Taking into account the factors of social economy,resource utilization and ecological environment,it plans the carbon comprehensive compensation and management type zoning in the Qiantang River basin.The results shows that:1)Carbon emission and carbon absorption in the Qiantang River basin were increasing from 2000to 2020.Carbon emission showed a spatial pattern of"low in the southwest of China and high in the northeast",while carbon absorption showed a spatial pattern of"high in the southwest of China and low in the northeast".2)The average Gini coefficient of carbon emission in the Qiantang River basin was 0.60 in 2000-2020,the economic contribution coefficient of carbon emission ranged from 0.86 to 1.03,and the carbon ecological carrying coefficient ranged from 0.02to 15.81.The gap between economic development and resource utilization efficiency was large at the county level,and the mismatch between carbon supply and demand was relatively serious.3)In 2020,Xiaoshan District,Yuhang District and Fuyang District were the balanced carbon compensation zone and the low carbon control zone,Changshan County,Kaihua County,Jiande City and Chun'an County were the compensated carbon compensation zone and the low carbon optimization zone,Lin'an District and Tonglu County were the compensated carbon compensation zone and the low carbon control zone,and downtown Hangzhou was the compensated carbon compensation payment zone and the low carbon emission reduction zone.
