污染土壤修复项目施工阶段环境管控研究--以泰州市某化肥厂地块为例

摘　　要：污染土壤修复是一项专业的、复杂的环保治理工程。为保障修复质量、规范二次污染防治,以泰州市某化肥厂地块污染土壤水泥窑协调处置项目为研究对象,细化分析了开挖、预处理、暂存、运输、下游处置等主体修复工程,废气、废水、噪声、固废等二次污染防治措施。结果表明:规范施工保障了修复质量,该地块修复后土壤污染物石油烃(C10-C40)检测值小于修复目标值(4500 mg/kg)、苯并[a]芘检测值小于修复目标值(1.5 mg/kg);施工阶段有效落实了二次污染防治措施,排放的污染物对环境影响较小,周边环境质量稳定达标。同步思考了全过程管控及废气面源逸散两项工作难点,建议施工单位组建梯级团队,领导人员环保知识体系健全,经验丰富,确保施工过程合法合规;施工人员分工明确,定岗定责,确保各项工作有序开展。规范大气污染防治措施,洒水、雾炮等各项扬尘控制作业有效落实,污染较重的施工环节构筑封闭空间收集扬尘、挥发性有机物等废气处理后达标排放。为污染土壤水泥窑协同处置施工过程环境管控工作提供参考。Remediation of contaminated soil is a professional and complex environmental protection project.In order to ensure the repair quality and standardize the prevention and control of secondary pollution,this paper takes the project of coordinated disposal of contaminated soil and cement kiln in a certain fertilizer plant plot in Taizhou City as the research object,and analyzes in detail the main repair projects such as excavation,pretreatment,temporary storage,transportation and downstream disposal,as well as the prevention and control measures of secondary pollution such as waste gas,waste water,noise and solid waste.The results showed that the standardized construction ensured the remediation quality.After remediation,the detection value of petroleum hydrocarbon(C10-C40)in the soil pollutant of the plot was less than the remediation target value(4500mg/kg),and the detection value of benzo[a]pyrene was less than the remediation target value(1.5mg/kg);The secondary pollution prevention and control measures are effectively implemented in the construction stage.The discharged pollutants have little impact on the environment,and the quality of the surrounding environment is stable and up to standard.Considering the two work difficulties of the whole process control and the exhaust gas non-point source escape,it is suggested that the construction company establish a echelon team,and the leaders have a sound environmental knowledge system and rich experience to ensure the legality and compliance of the construction process;The division of labor of construction personnel is clear,and the posts and responsibilities are determined to ensure that all work is carried out in an orderly manner.Air pollution prevention measures should be standardized to effectively implement various dust control operations such as water spraying and fog cannon.A closed space for heavily polluted construction links should be constructed to collect fugitive dust,volatile organic compounds and other waste gases and then discharge them up to standar
