摘 要:铁路体制改革的推进为铁路土地综合开发带来机遇,路地合作并引进社会资本的铁路枢纽综合体建设成为发展趋势。铁路枢纽综合体的建设在实践中往往由多个建设主体协同完成,需要在建设前期即明晰铁路枢纽综合体开发范围、流程、主体及主要职责等重要方面。通过研究分析重庆沙坪坝枢纽建设案例,结合国家及省级重要政策文件精神,初步探讨形成包含适当扩展铁路红线、多方建设主体共同出资、明晰建设分工界面和责任、建设和运营双线反哺等环节流程的铁路枢纽综合体开发框架及收益分配路径,为解决铁路枢纽综合体建设过程中的相关问题提供思路。The advancement of railway system reform has brought opportunities for the comprehensive development of railway land,and the construction of railway hub complex with the cooperation between railway and land and the introduction of social capital has become the development trend.In practice,the construction of railway hub complex is often completed by multiple construction entities,it is necessary to clarify the development scope,process,main body and main responsibilities of railway hub complex at the early stage of construction.Based on the study and analysis of the construction case of Shapingba hub in Chongqing,and in combination with the spirit of important national and provincial policy documents,this paper preliminarily discusses the formation of a railway hub complex development framework and income distribution path that includes the appropriate expansion of the railway red line,joint investment by multiple construction entities,clear construction division interface and responsibilities,and doubleline back-feeding of construction and operation,to provide ideas for solving relevant problems in the construction of railway hub complex.
