摘　　要：网约车兼具平台经济、数字经济、共享经济的特征,是一种人性化的网络预约出租汽车服务方式,近几年在国内得到了迅猛发展。尽管各级政府在应对网约车市场准入、监管及市场退出方面出台了若干法律规定,但在多维度市场准入与退出闭环管理机制方面还存在机制不健全、业务不协同等突出问题。本研究在深入分析当前网约车市场准入与退出机制的基础上,从法律机制、行业自律机制、服务质量考核机制、合约机制等多个维度,研究建立和完善网约车市场准入与退出闭环管理机制。Online taxi booking has the characteristics of platform economy,digital economy and sharing economy.It is a humanized online taxi booking service,which has developed rapidly in China in recent years.Although governments at all levels have issued a number of laws and regulations in response to online taxi booking market access,supervision and market exit,there are still outstanding problems such as imperfect mechanism and non synergy of business in the closed-loop management mechanism of multi-dimensional market access and exit.Based on the in-depth study and analysis of the current online taxi booking market access and exit mechanism,this paper studies the establishment and improvement of the closed-loop management mechanism of online taxi booking market access and exit from the legal mechanism,industry self-discipline mechanism,service quality assessment mechanism,contract mechanism and other dimensions.
