摘　　要：论文在系统介绍和分析了《重大活动和突发事件档案管理办法》的主要内容的基础上,进一步说明了其主要特点、理论意义和实践价值,并对如何科学合理地解决“维护各立档单位全宗档案完整性”与“档案用户按专题利用重大活动和突发事件档案信息资源”之间的矛盾,进行了探讨。This paper systematically introduces and analyzes the main content of the Measures for the Man⁃agement of Archives of Major Events and Emergen⁃cies,and further illustrates its main characteristics,theo⁃retical significance and practical value.It also discusses how to scientifically and reasonably solve the contradic⁃tion between maintaining the integrity of the fonds of each filing unit and using the archival information resourc⁃es of major events and emergencies by archival users.
