南水北调西线工程总体布局及一期工程方案研究

摘　　要：南水北调西线工程从长江上游调水进入黄河上游,已研究70多a,历经多个研究阶段,形成调水方案数百个。经过深入论证,西线工程总体布局和工程规划方案已纳入2002年国务院批复的《南水北调工程总体规划》,并在2008年完成第一期工程项目建议书。2008年以来,随着西线工程前期研究工作的深入,结合新形势和新发展要求,其调水规模和调水线路研究已逐渐聚集,形成了上下线组合调水的总体布局方案和一期工程方案。一期工程的上线和下线是独立的调水线路,其中上线已经过数十年勘察论证,前期工作基础扎实,入黄位置高,覆盖范围广;下线利用在建工程作为水源水库,水源条件相对较好。一期工程已具备开展可行性研究的条件。建议国家尽早决策西线工程开工建设,补齐国家水网主骨架,为实现“让黄河成为造福人民的幸福河”和支撑西部发展提供有力水资源保障。The South⁃to⁃North Water Diversion Project is a major strategic project to build the national water resources allocation pattern with“four⁃horizontal and three⁃vertical”,and is the main framework of the national water network,consisting of three routes,namely,east,mid⁃dle,and west route.The West Route Project,transferring water from the upper reaches of Yangtze River to the upper reaches of Yellow Riv⁃er,had been studied for more than 70 years with multiple research stages and hundreds of water transfer schemes.After in⁃depth demonstra⁃tion,the overall layout scheme and the phase I project of West Route Project were incorporated into the Master Plan of the South⁃to⁃North Water Diversion Project approved by the State Council in 2002,and then the Phase I Project Proposal was completed in 2008.Since 2008,with the deepening of the preliminary research work of the West Route Project,combined with the new situation and the development require⁃ments of the new era,the research on water transfer scheme of the West Route Project had been gradually deepening.Based on the research achievements,a consensus was reached on the scale and route of the water transfer,leading to an overall layout scheme of the combination of Upper and Lower Routes,and the water transfer scheme of the Phase I Project accordingly.The Upper and Lower Routes are two independent water transfer routes.The Upper Route,which has been surveyed and demonstrated for decades with solid preliminary work,has a high inflow position on the Yellow River and thus has a wide coverage.The upper route scheme utilizes ongoing projects as water source reservoirs,with relatively good water source conditions.Therefore,the Phase I Project is ready for feasibility study.It is recommended that the State make an early decision to start the construction of West Route Project,so as to supplement the main framework of the national water network,and pro⁃vide strong water resources guarantee for achieving“making the Yellow River a happy river for the
