摘　　要：基于对水利水电EPC项目业主发包前风险评价的相关文献分析,结合专家咨询和对水利水电EPC项目的调查研究,确立了项目成果风险、咨询成果风险、监管成果风险和业主自身情况风险4个影响水利水电EPC项目业主发包前风险评价的决定因素,构建了水利水电EPC项目业主发包前风险评价指标体系,采用熵权法确定了各个风险指标的权重。最后,采用云模型方法,对某水利水电EPC项目业主发包前风险进行了综合评价,合理地确定了该水利水电EPC项目业主发包前的风险水平。Based on the analysis of the relevant literature on the risk evaluation of the owner of the water conservancy and hydropower EPC project before the contract award,combined with expert consultation and investigation and research of the water conservancy and hydropower EPC project,four decisive factors affecting the risk evaluation of the owner of the water conservancy and hydropower EPC project before the contract award were established,including the project achievement risk,the consulting achievement risk,the supervision achievement risk and the owner’s own situation risk and the entropy weight method was used to determine the weight of each risk index.Finally,the cloud model method was used to comprehensively evaluate the risk of the owner of a water conservancy and hydropower EPC project before the con⁃tract awarding,and the risk level of the owner of the water conservancy and hydropower EPC project before the contract awarding was reason⁃ably determined.Therefore,the owner could reasonably control the risk of the water conservancy and hydropower EPC project before the con⁃tract awarding.
