我国体育治理共同体发生存续发展的时代逻辑、当前挑战与路径选择

摘　　要：党的十九届四中全会提出了“建设人人有责、人人尽责、人人享有的社会治理共同体”这一战略抉择,若然昭示着建构体育治理共同体对推动体育改革向纵深发展具有重要意义。建构体育治理共同体是对新时代体育发展主要矛盾转变、社会结构分化、体育利益格局调整、社会体育力量壮大、共同体理念深得民心的积极回应,是体育治理体系现代化建设的应有之义。在市场经济不断发展的新环境中,宏观社会结构变迁下的个体分散化走势、中观人际关系形态转型下的信任危机、微观体育治理参与机制尚未定型等问题,对体育治理共同体建构带来极大挑战。对此,应形塑社会体育本位发展理念、完善体育协治运行机制、树立体育公共精神和公民意识价值观导向、创新体育治理网络化组织架构,将彼此信任、共同参与、多方共享、分担风险、普惠大众、勇担责任等体育公共品质内化为体育治理主体的价值自觉,夯实体育治理共同体的建构根基。The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China put forward the strategic choice of"building a social governance community in which everyone is responsible,responsible and enjoyed",which indicates that the construction of a sports governance community is of great significance to promote the in-depth development of sports reform.The construction of a sports governance community is a positive response to the transformation of the main contradictions of sports development in the new era,the differentiation of social structure,the adjustment of sports interest pattern,the growth of social sports power,and the popular support of community concept,which is the due meaning of the modernization of sports governance system.In the new environment of continuous development of the market economy,the trend of individual Decentralization under the change of macro social structure,the trust crisis under the transformation of medium interpersonal relationship,and the undefined participation mechanism of micro sports governance are great challenges to the construction of sports governance community.In this regard,we should shape the concept of social sports based development,improve the operation mechanism of sports co governance,establish the value orientation of sports public spirit and civic awareness,innovate the network organization structure of sports governance,and internalize the public qualities of sports,such as mutual trust,joint participation,multi-party sharing,risk sharing,benefiting the public and taking responsibility,into the value consciousness of the main body of sports governance It is the foundation of the construction of the governance community.
