中国城市服务业资本存量和全要素生产率的估算

摘　　要：基于国际资本核算理论,将服务业资本的生产与财富性属性纳入统一的研究框架,综合估算2001-2018年中国275个地级及以上城市服务业的财富性资本存量总额、净额和生产性资本存量,并利用随机前沿模型考察纳入城市异质性的服务业效率变化和空间特征。研究发现:样本期间,我国275个地级及以上城市服务业资本存量平均增速在20%左右,一线城市的人均服务业资本投入远高于其他城市,且呈现出“财富性资本存量总额>生产性资本存量>财富性资本存量净额”的规律特征。服务业平均TFP变动表现出“先降后升”的波动态势,TFP高值的城市随时间推移表现出由“中部”向“东部沿海”转移的阶梯状空间格局特征。Based on the theory of international capital measurement,this paper integrates the production and wealth attributes of service capital into a unified measurement framework,comprehensively estimates the total,net and productive capital stock of service industry in 275 prefecture-level cities in China from 2001 to 2018,and then,it analyzes the change and spatial characteristics of service industry efficiency growth by the Stochastic Frontier model.Results show that,during the sample period,the capital stock of service industry in 275 cities increased rapidly,with an average growth rate of about 20%,the per capita capital investment level of service industry in first-tier cities is far higher than that in other cities.And the estimation results of capital stock of service industry in China are in line with the basic law of capital measurement theory about"wealth total capital stock>productive capital stock>wealth net capital stock".The average TFP of service industry shows a fluc-tuating trend of"falling first and then rising".Cities with high TFP value show a ladder like spatial pattern of transferring from"central"to"eastern coastal"over time.
