黄河经济带高质量发展的空间差异及溢出效应分析

摘　　要：基于黄河经济带沿线75个城市2009—2019年的面板数据,构建高质量发展指标体系,对黄河经济带沿线城市高质量发展水平进行空间差异分析,采用空间杜宾模型对经济带高质量发展驱动因素进行效应测度和分解。结果表明:①黄河经济带高质量发展表现为由下游主导,依次向中、上游递进的发展趋势,城市之间高质量发展呈现空间正相关;②经济实力、对外开放、人口密度和公共设施的提升均对经济带高质量发展具有积极影响,环境规制对于经济带高质量发展则表现出一定的消极影响。空间滞后项系数存在一定差异,其中现代服务业发展、环境规制和公共设施在黄河经济带高质量发展进程中仍有较大的提升空间;③区域之间高质量发展存在显著的空间溢出效应,经济实力和公共设施建设在黄河经济带高质量发展中表现为一定的“虹吸效应”,环境规制和现代服务业发展也存在一定的“虹吸潜质”。Based on the panel data of 75 cities along the Yellow River economic belt from 2009 to 2019,this paper constructs a high-quality development index system.And then,it analyzes the spatial difference of the high-quality development level of cities along the Yellow River Economic Belt,and measures and decomposes the driving factors of high-quality development of the economic belt by the spatial Dobbin model.Results show that,first,the high-quality development of the Yellow River economic belt primarily represented in the lower reaches,and gradually advances itself to the middle and upper reaches,and there is a certain spatial positive correlation among these cities.Secord,the factors,including the scale of economic strength,opening to the outside world,population density and public facilities,have a positive impact on the high-quality development of the economic belt,while environmental regulation has a certain negative impact on the high-quality development of the economic belt.There are some differences in spatial lag terms,among which the development of modern service industry,environmental regulation and public facilities have great room for improvement in the high-quality development process of the Yellow River economic belt.Third,there is a significant spatial spillover effect in the high-quality develop-ment between regions.The economic strength and public facilities construction demonstrate a certain"siphon effect"in the high-quality development of the Yellow River economic belt while there is also a certain"siphon potential"in the development of environmental regulations and the modern service industry.
